In the world of Belgian construction and real estate, two acronyms frequently come up: EPB and EPC.
Although both relate to the energy performance of buildings, they serve different purposes, apply at different times, and follow distinct procedures.
This guide will help you understand when each is needed, so you can avoid mistakes and penalties.
EPB is mandatory in Belgium for any building project that requires an urban planning permit.
This includes:
Construction of a new building
Major renovations
Extensions
Changes in building use
The goal is to ensure the project complies with current energy regulations, which vary depending on the building’s intended use, the type of work, and the year the permit application is submitted.
EPB documentation is prepared by a certified consultant and includes details such as:
Building materials
Thickness and type of insulation
Windows and doors
Ventilation systems
Technical installations
Two key documents must be submitted to avoid administrative penalties:
Startverklaring (Start Declaration): Must be submitted at least 8 days before work begins. The EPB consultant handles its preparation and submission.
EPB-aangifte (EPB Declaration): Must be submitted within 1 year of the building’s first use and no later than 5 years after the building permit was issued. This declaration is personal and must be submitted by the project owner.
The EPC is required when a property is put up for sale or rent and must be available before the listing is published.
It informs potential buyers or tenants about the building’s energy efficiency, including:
Energy index (e.g., kWh/m² per year)
Recommendations for improving efficiency
Energy class (from A+ to G)
The EPC must be prepared by a certified energy expert and is valid for 10 years, unless renovations are carried out that affect the building’s energy performance.
